possibly a silly idea but what about:

 

a container of smoking material in a pressure cooker that has a inch or 2 of water and then the item to be smoked above that

 

Admittedly it would be a 'wet' smoke but worth a try IMO

If a charcoal disk was ignited and the wood dust placed over that it could work. it would have to be well above the water though.

 

Has possibilities.
